Title II Reporting

Title II of the Higher Education Act (HEA) was passed in 1998 to improve the performance of K-12 students by monitoring the quality of teacher preparation programs. Section 207(f)(1) of Title II provides that institutions subject to the new national reporting system, i.e., those with a teacher preparation program enrolling students receiving federal assistance under the Higher Education Act (HEA), must report annually "to the State and the general public" certain information.

This information consists of the pass rate of their program completers on assessments required by the state for teacher certification, the statewide pass rate on those assessments, and other basic information on their teacher preparation program. In New York State, the assessments are the New York State Teacher Certification Examinations (NYSTCE) which consists of the Liberal Arts and Science Test (LAST), the Assessment of Teaching Skills - Written (ATS-W), and the Content Specialty Tests (CST's i.e., the content that emphasizes material for a specific certification area).

In compliance with federal regulations, The City College of New York reports all students who have completed our teacher education programs. Title II reports the results of our students on the NYSTCE. The New York State Teacher Education web site provides an annual statewide summary of the passing percentages on the NYSTCE for all colleges and universities in New York State.
